With the belief thatthey were there when we needed them, so we must be there now that they need us, Veterans Inc., the largest provider of supportive services to Veterans and their families in New England is seeking to fill the Government Affairs Manager position and become a valued member of the Veterans Inc. team!

In partnership with the Executive Team, this position is responsible for developing and executing strategies for meeting the organization's long-term goals and objectives as it pertains to government affairs and public policy across its service area. Veterans Inc. has programs physically located in all six New England states: Massachusetts, Connecticut, Rhode Island, Maine, Vermont, and New Hampshire, as well as in Montana and North Dakota. Additionally, the agency maintains a toll-free call center connecting veterans and their families to appropriate resources across the United States.

This position will work with policy decision-makers at the local, state, and national levels to further the mission of Veterans Inc. so the agency can continue to provide exceptional care and services focused on ending homelessness among Veterans , as well as helping individuals meet more immediate objectives like initiating recovery from substance use and thereby helping to decrease the all too often fatal consequences of addiction. This position will develop and m aintain a strong understanding and knowledge of Veterans, homelessness, behavioral health or related services and other issues related to substance use and mental health. Review and gain thorough understanding of all agency programs and services.


Government Affairs

  • Actively cultivate, develop and maintain relationships with governmental stakeholders at the federal, state, and local level across the service area. Educate legislators on services provided as well as related issues/concerns. Address policy, program, regulatory, budgetary, and legislative issues.

  • Develop relationships with community partners and actively engage other stakeholders that increase the organization's stature as a leading provider of Veterans' Services and Behavioral Health services.

  • Work with legislature and community partners to develop and advocate for policy solutions to benefit populations served by Veterans Inc.

  • Proactively monitor and analyze developing legislation and relevant budget items at all levels.

  • Act as a key spokesperson for the organization while articulating the agency's needs

  • Prepare/host legislative briefings and provide support to legislators on constituent issues.

  • Prepare and design talking points and speeches for senior staff.

  • Work to strengthen the public-private partnership at all levels.

  • Develop and prepare written materials such as white papers, reports, briefings, surveys, correspondence, and other documents as needed.

  • Other special projects and duties as assigned.

    Contract/Fund Development

  • Inform and partner with senior management to identify fundable projects fitting organizational strategies.

  • Seek out new funding sources that will fund new initiatives, support current programs and fund needed projects, including Veterans' programs and Behavioral Health programs.

  • Assist Grants Team with writing letters and proposals, assist with renewal applications, and garner legislative support as needed.

  • Keep up to date on relevant data and statistics.

  • Schedule preplanning and implementation meetings to inform staff about newly received funding and subsequent funding requirements.


  • Ideal candidates have experience working in government and public policy

  • Knowledge or expertise of issues affecting the nonprofit sector, Veterans, and/or those with behavioral health needs and diverse communities

  • Excellent oral and written communication skills with the ability to adapt style to fit various audiences

  • Strong attention to detail with excellent organizational skills and ability to multitask

  • Must be able to work with little to no supervision, and have ability to problem solve and develop appropriate strategies

  • Excellent critical and intuitive thinking skills and ability to exercise sound judgement and discretion

  • Passion and commitment to the vision, mission and values of Veterans Inc.

  • Bachelor's Degree in Public Policy, Communications or related field, or equivalent practical experience
