Raytheon Mgr II Business Development in Tewksbury, Massachusetts
Manager II, BD Operations, Business Development & Strategy Responsible for the management of IDS Domestic and International Representative and Consultant Agreements. This will include initiation of new or renewed agreements, performing due dilligence, ITAR Part 130 reporting as the International Business Development Partner (IBDP) Business Point of Contact (POC) for IDS, processing of Collaborative Agreements (CAP) within IDS and across the Enterprise, completion of international due diligence for Business Development under 251-RP for international transactions, processing and approval of consultant invoice payments and collection of work product for audit purposes. Individual will work across the Enterprise as the IBDP POC responsible for the management of approximately 70 Domestic and International Representatives and Consultants as well as act as the leader for the Collaborative Agreement Process. The position requires extensive interaction with Raytheon International Corporate staff and the IDS senior leadership including BD&S, OGC, EXIM and the program teams. This position will also work with peers across the Raytheon Enterprise to plan and execute an annual conference for our Representatives and Consultants for alignment on business strategy and expectations. Candidate will need to ensure compliance to Company Policy(s) and IDS Standard Procedures / Directives. Candidate will complete and review appropriate contractual documentation prior to obtaining required approvals cross-enterprise from all levels of the Organization, including the IDS VPs of Legal, Contracts and Business Development; for various agreement types including: Domestic and International Representatives and Consultants, and proposed Collaborative Agreements. Conduct quarterly reviews with IDS BD Leadership Team and their direct reports to understand the needs of Business / Opportunity to ensure proper agreements being used and in place. Work with BD Directors and Program Directors to ensure Agreements align with AOP and 5 Year plan and objectives are clearly stated and results measured. Tracks status of agreements and CAPs through approval process internal to IDS and across the Enterprise. Establish and maintain excellent working relationships with Office of General Counsel (OGC). Ability to discuss potential conflicts and provide solutions and recommendations, before becoming issues. Use presence, credibility and skill to build trusting relationships at all levels of the Organization and the Enterprise. Possess effective writing skills to develop, review, edit and negotiate Statements of Work for various tasks with varying complexity. Ability to quickly assimilate and solve internal and external challenges. Works independently with little to no guidance Demonstrated strong team member and leadership skills. Ability to work effectively and efficiently in a fast paced, dynamic environment with time criticality. Business acumen and sound judgment, with the ability to influence team behaviors to achieve results. Ability to collaborate with governance function for oversight and reporting. Required Skills: BS/BA and 8+ years’ experience working in relevant industry with experience in Contracts, Supply Chain, Business Development and/or Project Management. Knowledge of FAR/DFAR, CAS, FCPA and Corporate Policies Knowledge of EXIM compliance and Part 130 process. Desired Skills: Understands the decision making process across the Enterprise. Interacts with other businesses, as required, to lead discussions to ensure no potential conflicts. Strong communication, writing and organizational skills. Ability to clearly present and articulate contractual issues to senior leaders within IDS, and across the Enterprise. Critical thinking and problem solving skills.
