State of Massachusetts Director of Operations in Tewksbury, Massachusetts

The Massachusetts Department of Public Health (DPH) Public Health Hospital System (PHHS) is seeking a dynamicDirector of Operationsto play an essential leadership role in advancing the Bureau’s strategic vision by driving efficiency, standardization, and innovation across four hospitals. This position fosters collaboration across interdisciplinary teams, ensuring seamless integration of best practices, policy development, and program implementation. Serving as a key liaison with interagency partners, the Director of Operations works to align financial, technological, and operational initiatives with the Bureau’s mission while enhancing hospital effectiveness and resource management. With oversight of hospital finance, facilities, and technology initiatives including Electronic Health Record and staffing software implementations, this role is instrumental in optimizing hospital operations. By building strategic relationships with key governmental departments, the Director of Operations champions problem-solving initiatives, facilitates budget planning, and ensures equitable resource allocation to meet patient care and facility maintenance needs. This is a unique opportunity to lead large-scale operational improvements, drive impactful change, and contribute to the long-term success of the Bureau’s healthcare system. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Provide leadership in interdisciplinary program planning, policy development, and implementation across four hospitals, ensuring alignment with the Bureau Director’s strategic vision. * Serve as a liaison with interagency partners, advocating for hospital interests and coordinating centralized services in human resources, procurement, IT, revenue/billing, and capital asset management. * Oversee hospital finance operations, including budget planning, fiscal monitoring, and strategic resource allocation to ensure financial sustainability and program efficiency. * Lead the implementation and integration of hospital-wide technology initiatives, including Electronic Health Records, staffing and scheduling software, and policy management systems. * Establish and chair executive meetings with hospital COOs to drive standardization and operational improvements across the system. * Direct system-wide facilities oversight, ensuring timely and effective maintenance, repairs, and emergency response across hospital facilities. * Assess and standardize policies and procedures to enhance operational efficiency while conducting impact analyses to optimize hospital performance. * Collaborate with executive leadership to realign resources, improve service delivery, and implement operational initiatives in response to department and secretariat policies. * Analyze hospital financial data and operational reports to identify risks, recommend strategic funding allocations, and advocate for program retention or expansion. * Facilitate problem-solving and decision-making by fostering collaboration across Bureau programs and external agencies. * Communicate operational improvements, best practices, and system-wide efficiencies to key stakeholders, ensuring alignment with evolving strategic objectives. * Lead initiatives to maximize program and service effectiveness, particularly in response to budgetary constraints or shifting healthcare priorities. /_Preferred Qualifications:_/ * Extensive knowledge of senior-level management principles and best practices in healthcare delivery, including planning, organizing, directing, and decision-making. * Strong leadership and supervisory skills, with the ability to oversee direct reports and hospital-based initiatives effectively. * Proven ability to coordinate and align hospital service delivery efforts across multiple teams and stakeholders. * Skilled in organizing work structures, assigning responsibilities, and managing senior program directors to ensure seamless hospital operations. * Excellent written and verbal communication skills, with the ability to convey complex ideas concisely and clearly. * Strong judgment and decision-making capabilities in high-stakes operational and strategic environments. * Ability to build and maintain collaborative relationships with key agencies, including the Department, Executive Office of Health and Human Services (EOHHS) Secretariat, Division of Capital Asset Management and Maintenance (DCAMM), and Operational Services Division (OSD). * Expertise in quality assurance standards and Joint Commission requirements. * Demonstrated ability to motivate teams, assess training needs, and implement effective workforce development strategies. * Willingness to travel for job-related purposes as needed. /_DPH Mission and Vision:_/ The mission of the Massachusetts Department of Public Health (DPH) is to promote and protect health and wellness and prevent injury and illness for all people, prioritizing racial equity in health by improving equitable access to quality public health and health care services and partnering with communities most impacted by health inequities and structural racism. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
