State of Massachusetts Regional Technical Assistance Manager in Springfield, Massachusetts

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Regional Technical Assistance Manager V (MV). The position is assigned to the Western Regional Office (WERO) Bureau of Administrative Services, located in Springfield, Massachusetts. Under direction of the Deputy Regional Director or designee, the MV is responsible for day-to-day operations of MassDEP’s Regional Technical Assistance Office, which provides general and specific communications to the regulated community and the public. The primary duties for this position will to be an effective engagement coordinator for the public and regulated community and be the primary contact for the following: general and specific inquiries from the regulated community and the public, community engagement for permitting, risk communication and Environmental Justice outreach events, Regional media/press inquiries, pre-permitting and technical assistance for the regulated community, Regional Massachusetts Environmental Policy Act (MEPA), Public Records requests, coordination of regional response to MassDEP Boston inquiries, complaints and other inquiries. Additional duties: facilitate, administer and execute effective technical training and outreach. Duties for this position include, but are not limited to, the following: * Manage the day-to-day operations of the Technical Assistance office of the Western regional office of MassDEP serving as theinitial point of contact in response to inquiries and requeststo determine the technical information needs of the public and the regulated community; * Implement and administer effective regional public/community engagement programs/events supporting MassDEP’s commitment to enhancing public outreach addressing Environmental Justice including identification and engagement of parties regarding project outreach, public hearings, public informational meetings, and community meetings/events; * Ensure regional compliance with the Massachusetts Public Records Law through direct communication and coordination with MassDEP regional and Boston staff, manage, process and track responses; * Regional press liaison to communicate directly with media outlets in coordination with Regional Senior staff and the MassDEP Director of Public Affairs in Boston - respond to inquiries, prepare Regional press releases regarding enforcement cases, coordinate and execute media events and interviews, coordinate regional response to inquiries from MassDEP Director of Public Affairs in Boston; * Serve as theinitial point of contact for the public and others for complaints, coordinate complaints response with appropriate staff, track and respond to complaints as appropriate; * Manage and facilitate pre-permitting meetings and compliance assistance meetings, provide follow-up information and guidance, and assume coordination functions, as assigned; * Identify the relevant regulatory programs, how they interrelate with respect to permitting and compliance, work with the applicant and staff to ensure a comprehensive meeting and provide follow-up technical guidance regarding permitting and compliance; * Serve as the regional Massachusetts Environmental Policy Act (MEPA) manager to receive, coordinate, review MEPA submittals, prepare MEPA response in compliance with statute and associated regulations and provide expertise/guidance on the MEPA review process for staff and ensure permitting guidance for the Proponent; * Communicate internally with program staff to determine the need for technical training; develop, maintain, provide and deliver training and technical support for outreach programs; * Maintain or develop electronic files or links to permitting, compliance and environmental education materials and fulfill requests for such information; * Provide support to staff in the planning of events, conferences and speaking engagements; * Plan and explore opportunities for public seminars for specifically identified audiences in addition to meetings and trainings; communicate and coordinate with Boston, the Boston DEP Public Affairs Office, regional bureaus and programs, and private sector groups; * Train and supervise staff of lower grade; * Coordinate and respond to Headquarters’ requests for regional information with a quick response time; * Manage and support agency initiatives and operations and perform other duties, as assigned. Preferred Qualifications at Hire: * Demonstrated experience in providing customer/constituent support and/or communications in an environmental business setting; * Demonstrated knowledge and experience in risk communication; * Ability to analyze and assimilate complex scientific information, draw conclusions, and effectively summarize and communicate information for diverse audiences; * Demonstrated creative approach to problem-solving; * Experience in organizing and presenting at technical trainings and public/community engagement events; * Ability to deal tactfully with others and to represent MassDEP in a professional manner in the reception area, at public meetings, through press/media interactions, and permitting, compliance and technical assistance proceedings; * Experience in successfully applying and explaining the laws, rules, regulations, policies, procedures, specifications and guidelines governing MassDEP’s or other environmental agency’s regulatory jurisdiction; * Knowledge of and experience in successfully responding to and implementing Public Records law; * Knowledge of and experience in successfully explaining and applying the rules, regulations, policies, procedures, specifications and guidelines governing MEPA; * Ability to negotiate; * Demonstrated ability to supervise and train other program staff; * Willingness and ability to establish and maintain harmonious working relationships with others in a diverse environment; * Knowledge of the principles of project management and ability to successfully multi-task and meet deadlines; * Computer proficiency with Microsoft Office suite, audio-visual setup and on-line communication and collaboration platforms (e.g., Microsoft Teams, Zoom, GoToMeeting, etc.); * Ability to communicate effectively in written/oral forms, including report drafting and editing, presentation preparation and delivery, etc. with internal and external audiences with different backgrounds. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
