The City of Springfield seeks qualified candidates for the Deputy Director Real Estate Development in the Springfield Office of Planning and Economic Developments (OPED). Responsible for all existing and new real estate projects. The position will lead the underlying development policy associated with such projects and identify new strategic economic and public private partnerships that will allow the city to fully realize its economic development potential as it relates specifically to project development. Salary ranges is $89,404.88 to $116,271.76. For more information and to apply please visit: AA/EOE (posted Instructions for applicants: Application deadline: 05/22/2022 Essential Functions Identify and develop strategic real estate projects and initiatives for OPED to coordinate, lead, and or manage their advancement into development or to the private development market Secure capital commitments from a variety of public and private sources including municipal, state, federal, and tax credit opportunities Create scalable development sites using existing city land assets and through engagement with surrounding owners Complete market based financial analysis of prospective projects to determine funding strategies, and highest and best use Develop re-capitalizing and re-structuring strategies for existing City land assets taken through tax title Prepare proformas and other projections to create financially viable construction and operating budgets Co - supervise with two other Deputy Directors a small team of economic development and planning staff and work collaboratively with a team of consultants including lenders, attorneys, architects, engineers, contractors, and others. Work with local and elected officials and boards and commissions in the advancement of the City?s real estate strategy As required manage and lead the entirety of the real estate development process including financing, closing, construction administration, and placement into service or back into the local market for developer interest Work collaboratively with the Finance, Legal and Capital Projects Divisions to gain input on real estate development strategy and create projects that reflect the community needs, and the City?s appropriate risk tolerance Participate in organizational strategic planning and other executive management processes. nowledge, Skills, and Abilities Extensive knowledge of urban real estate development and project management methods and techniques. Ability to plan, administer, direct and coordinate multiple and/or large scale real estate projects. Ability to supervise and participate in complex technical research on specific properties and to develop re-use plans. Working knowledge of real estate development financing , including NMTC, Opportunity Zones, housing financing models, e.g., 9% LIHTC, 4% PAB, FLHB AHP, Tax Exempt Bonds, HUD insured programs Knowledge of mixed-use, mixed-income development projects and public land disposition. Knowledge of Urban Renewal Plan development and implementation Ability to evaluate loans, business plans and financial projections, and to analyze financial feasibility of development proposals Education and Experience Bachelor?s degree in real estate, finance, business, urban planning, architecture, or related field plus a minimum of 10 years of relevant experience or in place of degree, a minimum of 14 years of relevant experience. Master?s degree in relevant field preferred.
