Position Description:

  • The HEPR Director for the Surgical Robotics will serve in the highly visible and impactful role as the businesss primary health economics, policy and reimbursement leader to support global HEPR strategy development, new business development, evidence planning, evidence generation, OU strategy, product launch support, and overall execution for the for SR OU. This leadership position will be focused on understanding, generating data, and communicating the global clinical and economic evidence requirements for demonstrating the value of SR portfolio and gain public and private payer coverages and payment. The leader will also develop and communicate business unit and therapy-specific reimbursement strategy for the US to include all considerations for coding, coverage, and payment.

  • This individual reports to the Vice President of Strategy and Health Economics for the Surgical Robotics and will sit on a number of councils across the organization.

  • This individual will collaborate with regional and local country market access, HE and reimbursement colleagues (including the US market) to generate data that supports the establishment and maintenance of market access in target geographies. This individual is responsible for developing and executing global and geography specific strategic plans to meet payer and hospital stakeholder requirements. This individual will coordinate the acquisition and management of adjunct/shared HEPR resources across Medtronic.

  • Additionally, this individual will partner with members of the SR clinical, marketing, regulatory, strategy, BD and regional teams as well as Health Policy and Payment leaders throughout Medtronic to accelerate and adopt the long term clinical and economic evidence strategy required to obtain and maintain reimbursement by country.

Position Responsibilities:

  • Sit on Strategy and HE Leadership team and relevant clinical, commercial, and R and D teams to provide proactive advice and counsel to the business in the areas of global (including US) health economics, health policy, and reimbursement as a valued business partner.

  • Ensure HEPR priorities are clearly defined, aligned, and communicated for SR across all regions.

  • Develop comprehensive, actionable strategies/solutions to ensure adequate patient access to products and therapies.

  • Lead the cross-functional development, planning and execution of a US and Global Reimbursement Strategic Plan for commercialized therapies based on the requirements of technology assessment organizations and payers, including Medicare, NICE, commercial payers, etc.

  • Develop a comprehensive evidence generation plan to support market access as well as differentiate the SR business

  • Work with business development teams to evaluate the HE, policy and reimbursement environment for business development opportunities and propose future strategies.

  • Actively participate throughout the product development process to champion related to both the Economic Value and market access of the considered technology.

  • For commercialized and pre-market therapies, identify and assess the US and global public and private payer clinical and economic evidence requirements for coverage, payment and competitive landscape. This spans diligence, emerging and established therapies/technologies across product categories.

  • Maintain a comprehensive knowledge of the data requirements (including clinical and cost) of CMS, as well as major global payers and Health Technology Assessment bodies. Determine and communicate, to the business, the needs of economic stakeholders and champion evidence development to support product reimbursement/funding and market access.

  • Discern and balance the business and public/private payer requirements for short and long term clinical and economic evidence to support and sustain coverage and payment. Engage with Health Technology Agencies globally to understand and shape evidence requirements to support and expand therapy access.

  • Lead, plan and facilitate meetings and working sessions with US payers and providers to understand and influence public/private payer and provider wants and needs for clinical and economic evidence to obtain reimbursement and increase market adoption. Must have a strong hands-on understanding of the US market.

  • Plan/support product launches globally by working with geography specific reimbursement and market access colleagues.

  • Collaborate with sales and marketing teams to craft, refine and ensure accurate and compliant economic messages for use with customers and development of economic (payer/provider) models.

  • Partner to champion the development and maintenance of necessary and appropriate reimbursement tools to be used by reimbursement colleagues and sales partners. (coding sheets, economic models, evidence dossiers, value summaries, etc.)

  • Work with clinical partners to ensure clinical study protocols collect economic evidence to support therapy adoption, coverage expansion and that evidence plans are proactively developed.

  • Communicate global reimbursement status and ongoing country reimbursement activities to operating unit, geography and functional leaders. Provides reimbursement-related advice to product development teams, marketing, sales, regulatory, clinical and business leaders.

  • Provide Leadership team with regular updates and strategies to address changes in the global payment systems

  • Lead and participate on teams to structure issues, perform analyses, evaluate options, and develop recommendations to overcome economic barriers to market adoption and support strategic decision making.

  • Identifies payer opportunities and issues and implements programs to resolve/decrease barriers to entry for the companys products or therapies

  • Champion the establishment of identifying markets where differential reimbursement may be achieved and develop plans to accomplish additional reimbursement for SR portfolio

  • Champion and coordinate opportunities for evidence development/construction of payment arguments through Health Economics and Outcomes Research (HEOR) analysis identify opportunities and needs and engage HEOR team for development and execution. Works closely with Health Economics and Outcomes Research staff to evaluate the economic impact of the use of therapies/products on payers, including the government. Work with Key Opinion Leaders (KOLs) and drive analyses to publication as appropriate.

  • Engage and collaborate with key physician specialty societies, public/private payers and therapy Key Opinion Leaders (KOLs) to optimize reimbursement and market adoption and represent the business at key professional society congresses.

  • Partner across portfolios, operating units, geographies, and functions to build alliances with payers. Partner with Corporate Health Policy Payment and regional/local country HEOR and Reimbursement Teams to understand the healthcare landscape and changing economic drivers for market adoption.

  • Lead/support other projects/initiatives as assigned

Minimum Requirements

  • Bachelors degree required

  • Minimum of 10 years of relevant experience with 7+ years of managerial experience, or advanced degree with a minimum of 8 years of relevant experience with 7+ years of managerial experience

Nice to Have

  • Masters degree in health economics, outcomes research, health policy, business administration, public administration or a related discipline

  • 8+ years of experience in medical device or pharmaceutical health care economics and outcomes research

  • Experience in Medical Device or Pharmaceutical Industry Health Policy / Strategic Reimbursement experience

  • Experience working in the surgical business

  • Economic model development

  • Experience with industry clinical trial management

  • Developed strategic Health Economics and Outcomes Research plans

  • Hands-on outcomes research data generation (i.e. retrospective database analyses, analyses of clinical trials, etc.)

  • Customer-facing experience

  • Ability to work independently

  • Comfortable working virtually, with flexible workplace arrangements and business virtual technologies.

  • Able to manage complex problems and projects while exercising independent decision making and analytical thinking skills, with minimal supervision.

  • Excellent computer skills and advanced competency with MS Word, PowerPoint, MS Project, Adobe Acrobat, Excel, databases, graphic presentations

  • Demonstrated strong influence management skills and ability to lead teams and work effectively across competing organizations.

  • Project management experience leading cross-functional teams

  • Understanding of global payment systems and healthcare trends

  • Comfortable working virtually, with flexible workplace arrangements and business virtual technologies.

  • Experience working with product-development teams.

  • Able to apply strong analytical skills to a variety of situations of varying ambiguity.

  • Independently develop clinical and economical value dossier and value tools/summaries.

  • Excellent verbal and written communication skills to all levels of the organization
