Summary The Engineering Equipment Operator Leader position is located within the Grounds & Equipment section of the Facilities Management Service (FMS) at the VA Central Western Mass location. The incumbent is responsible to operate and maintain all the departments equipment and lead the workforce in daily operations and storm related response. S/he may be required to work at all six Community Based Outpatient Clinics or tow the Emergency Management trailer throughout New England. Responsibilities MAJOR DUTIES: The Engineering Equipment Operator Leader operates medium to large heavy equipment such as 3.5 yd wheel loaders, backhoes, skid steers, 6 ton dump truck and other types of heavy equipment over rough terrain, on steep slopes, graded curves, shoulders and rocky or soft ground to excavate, backfill, grade, or level earth by skillful spot maneuvering for front end loader or backhoe operation. Grades surfaces, compacts soils, or rolls to exact specifications on flat or rolling terrain. Adjusts attachments for proper positioning and working order without stopping the power unit or the equipment. The incumbent steers and operates by using clutches, levers, brakes, and valves according to the slope or tilt. Operates close to buildings, trees, drop-offs, rocks, buried power lines and other utility lines, or other obstructions. S/he leads the work section in daily operations and trains personnel in the proper operation of all departmental equipment. The incumbent both leads and performs weather related response with heavy equipment and is responsible to maintain all departmental equipment in proper working order. Working along with other workers and setting the pace. Checking work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Passing on to other workers the instructions received from supervisors and getting work started, e.g., by assigning the immediate tasks to be performed by individual members of the group led. Due to the gross vehicle weight of the 6 ton dump truck combined with either the plow & sander package or towing of the emergency management trailer the incumbent must possess and maintain a valid Commercial Driver's License (CDL) B or higher in order to operate on state roads. Work Schedule: Monday - Friday, 6:00am - 2:30pm Position Description Title/PD#: Engineering Equipment Operator Leader/PD037070 Physical Requirements: Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities. The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies.
