PositionSummary MassDOT's Highway Division’s Research and Material's Section (R&M) is seeking candidates for General ConstructionInspectorIpositions.Theposition(s)mayrotatethroughoutR&M(QualityAssurance,Field Control & Laboratories) based on operational needs and/or candidate strengths. The incumbents for these positions will prepare and review plans, specifications and perform materials testing for engineering projects; prepare and/or review reports,studiesand analytical data; perform calculations relatingto engineeringproblems; inspect constructionwork; andperform relatedwork asrequired.The basic purpose of this work Is to oversee the construction materials related practices used on various sites, and to enforce compliance with plans, specifications and all applicable laws, rules, regulations,policiesand procedures. DutiesandResponsibilities * Inspects materials and construction operations for conformance to rules and regulations and contract plans and specifications. * Conducts field and/or laboratory tests on materials used in the construction of highways, buildings, bridges, dams, water/sewage systems, tunnels and waterways for conformance with specifications, standards and code compliance to ensure construction safety. * Inspects contractors' safety procedures for conformance with state and federal regulations Including the number and location of construction safety signs at work sites to ensure the safety of construction personnel and the completed project. * Performs engineering duties in such areas as highways, bridges or facilities in accordance with sound engineering principles, applicable laws, regulations, and standards under the supervision of senior engineers and in coordination with other District Sections. * Writes memoranda, letters and technical or general reports to supervisors concerning the status of engineering projects or materials testing. * Performs review of contract specifications for projects developed for advertisement through MassDOT's Road and Bridge Program. * Review contracts for final closeout and materials certification. * Performs calculations relating to engineering problems and review test reports for conformance with specifications. * Gathers engineering data for the preparation engineering or research reports and studies. * Performs general calculations related to materials testing by using calculators, computers and other instruments. * Reviews new materials use applications, concrete trial batches, Hot Mix Asphalt design for the construction projects. * Participates in field investigations, sampling and testing to gather information needed to resolve construction and maintenance problems. * Maintains certifications meeting the AASHTO Resource Laboratory Accreditation Program requirements. * Tests materials at the Hot Mix Asphalt and cement concrete production facilities to ensure compliance with relevant standards. Working Conditions Materials samples may need to be transported, carted and/or lifted during the process. The sample process may involve weights of 50 pounds. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) four years of full-time, or equivalent part-time technical experience in the construction, inspection and/or alteration of construction projects such as highways, buildings, bridges, tunnels, sewers, waterways, dams and parks, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions I. An Associate's degree with a major in civil engineering, civil engineering technology or construction technology may be substituted for a maximum of two years of the required experience. II. A Bachelor's or higher Degree with a major in civil engineering, civil engineering technology, architecture, or structural, architectural or sanitary engineering may be substituted for the required experience. Education toward such a degree will be prorated on the basis of the requirements actually completed.
