South Middlesex Opportunity Council Program Supervisor, RAP Federal in Framingham, Massachusetts
Summary: Responsible for supervising program functional areas such as Quality Control, PIC and Billing compliance. Responsible for development and implementation of training and communication of policy changes in accordance with Section 8 Housing and Urban Development (HUD) and Executive Office of Housing and Livable Communities (EOHLC) regulations.

Primary Responsibilities:
Participate in implementation and development of QC policy and procedures within the department alongside the Director of State Programs and Director of Federal Programs.
Develop and implement training alongside QC staff for new and current staff to stay current with QC policies, HUD and EOHLC regulations.
Conduct monthly one on one meetings with Program Representatives and RAP staff to monitor QC error report only.
Provide support to state programs staff along with program director. Duties are subject to change.
Attend trainings pertaining to relevant Section 8 HUD and EOHLC regulations for both federal and state programs and obtain appropriate certifications as needed.
Ensure all RAP (federal and state) forms are up to date and being used in accordance with Section 8 HUD and EOHLC regulations.
Assist Program Director as needed in monitoring staff workload and auditing files for performance evaluation.
Engage all clients/owners by understanding and addressing their needs whether within or outside the scope of the specialty.
Attend and participate in team meetings and communities effectively with clients and staff in other specialty areas.
Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies and procedures.
Evaluate and provide timely feedback to staff in performance related matters.
Develop strategies to strengthen staff and program performance based on regular analysis of quality control results and PIC errors.
Directly supervise Quality Control Specialists, PIC Specialist and Billing Specialist.
Serve as a backup to the Director of Technical and State Programs.
Other duties as assigned.
Knowledge and Skill Requirements:
Bachelor’s degree preferred.
Supervisory experience of at least 3 years.
Ability to work independently.
Flexibility in schedule.
Excellent organizational and interpersonal skills required.
Organizational Relationship: Directly reports to Director of Technical and State Programs. Indirectly reports to Division Director. Direct reports of this position are Quality Control Specialists, PIC Specialist, and Billing Specialist. Indirect reports of this position are State Programs Staff.
Physical Requirements: Ability to lift 25 lbs. Ability to walk up and down stairs.
Working Conditions: As part of the responsibilities of this position, the Programs Supervisor, RAP Technical will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
