S ummary: The Billing Specialist is responsible for processing fuel assistance payments to energy vendors on behalf of low-income households. This position ensures accurate and timely payment of heating bills to maintain crucial utility services for clients.

Primary Responsibilities:
Calculate fuel assistance benefits for approved applicants based on household size, income, heating costs, and program policies
Enter client information, benefit amounts, and energy vendor details into database system
Generate payment requests and vouchers to energy companies (gas, electric, delivered fuels) for client heating bills
Resolve payment discrepancies by communicating with clients, vendors, and other staff
Maintain up-to-date records and files on client accounts and payments
Maintain and organize vendor files, including contact information and contracts
Mail out yearly contracts to participating energy vendors
Provide excellent customer service to clients, vendors, and colleagues
Assist in processing yearly recertifications for existing clients
Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.
Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.
Review and process applications for fuel assistance, verifying client eligibility based on income guidelines
Other duties as assigned.
Knowledge and Skill Requirements:
High School Diploma or equivalent; some college work or degree preferred
Minimum of 2 years prior office experience
Ability to perform basic math calculations
Hands-on experience with computers and MS Office
Good verbal communication skills with a pleasant phone manner
Strong organizational skills, detail orientated
Flexibility with seasonal nature of program
Prior experience with low income or homeless individuals helpful
Organizational Relationship: Directly reports to Fuel Director. Indirectly reports to Division Director.
Working Conditions: As part of the responsibilities of this position, the Billing Specialist, HEAP will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
Remote Work Option: Remote work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Billing Specialist, HEAP position is eligible to work from home __ of the week in scheduling coordination with the department manager.
