SUMMARY The City of Chicopee\'s Purchasing Department is hiring a Purchasing Agent who shall be responsible for developing policy and directing and coordinating the City and School Department with the procurement of goods and services in conformance with City State and Federal laws and regulations. The Purchasing Agent is responsible for procuring goods and services for the City, ensuring compliance with City, state and Federal procurement laws and regulations, by evaluating vendors, negotiating contracts, and managing purchase orders while aiming to achieve the best value for the City, often working closely with various departments to identify their needs and facilitate the procurement process. ESSENTIAL DUTIES INCLUDE: Development and maintenance of a computerized procurement database; Evaluates effectiveness of existing policies and recommends changes based on best practices. Plans and coordinates activities for developing a management-by-objectives program. Studies operations for conformance with departmental standards, policies and statutory provisions and consults with staff on matters of workloads, cost analyses, adequate records and reports, budget matters, and application of work units to priority assignments. Develops and promulgates work standards, goals and performance productivity. Serves as an expert resource to all City and School department staff. Supervises the purchasing staff which currently includes one clerical employee. Maintains contact with sources of supply. Ensures the City\'s compliance with the Minority/Women Business Enterprise Program, including orientation with Department heads and other administrators regarding the MBE/WBE guidelines and procedures relevant thereto, including outreach and waivers and other administrative policies and implementation thereof. Interviews vendors, receives and reviews bids, investigates supply sources, and collects price information. The Purchasing Agent oversees the creation and processing of contracts with vendors for supplies and services pursuant to procedures. Reviews city department procurement requests for compliance with state procurement statutes. Supervises preparation of purchase orders and related clerical work. Answers questions regarding bids, specifications, and bills through correspondence or telephone. Maintains all bid document records including bids, bid tabulations, advertisements and addenda. Maintains index of all fully executed contracts. Keeps the Treasurer, City Auditor, and the Mayor informed and advises them and other department heads or appropriate directors on purchasing/procurement matters. Keeps current with updates to state contract and bidding requirements. Develops and monitors the budget for the purchasing department each fiscal year. QUALIFICATIONS Bachelor\'s degree in Business Administration, Economics, Commerce, Operations Management, Project Management or related business field. - Required Master\'s Degree. - Preferred A Massachusetts Certified Public Purchasing Official Designation. - Preferred (Designation must be obtained within (1) first year as a condition of employment). (5+) Five-plus years progressively responsible Purchasing or related experience. Must have extensive knowledge of purchasing/procurement principles in a municipal setting; must have extensive knowledge of statutes pertaining to purchasing within the purchasing within the Commonwealth of MA Must have extensve knowledge with MUNIS software.
