At Microsoft Research (MSR) Outreach, you will develop and execute research collaboration programs to create long-term impact for Microsoft and for the world. You will work to identify new opportunities for emerging breakthroughs in computing research and across the sciences in partnership with Microsoft teams spanning research, product and policy. You will invest in ambitious initiatives that aim to realize these opportunities through collaborative research with complementary partners across academia, government, industry and civil society. At MSR, we believe in showing and sharing our work by publishing and by open-sourcing research assets to support global scientific advancement.
Job Purpose Overview
We are seeking a highly motivated and intellectually curious technical program manager (TPM) with a demonstrated ability to develop and drive strategic initiatives in a multistakeholder environment. The ideal candidate will have a strong background in core areas related to computing research such as artificial intelligence, machine learning, large-scale distributed systems and programming languages.
As part of our team, you will develop and champion a program portfolio and work toward building research ecosystems that are diverse in expertise, institution, geography and identity. You will work in close collaboration with Microsoft’s amazing global research community to identify and define strategic areas for investment to advance emerging foundations for planet-scale computing and their application in scientific, industrial and societal scenarios. Working cross-functionally within our MSR Outreach team, you will drive thought leadership in priority areas of focus.
Develop and execute a program portfolio
Drive advocacy and thought leadership.
Develop and articulate a point of view on how technological and societal trends will influence long-term opportunities and risksfor Microsoft and for society.
Work with team members and stakeholders to develop a strategy aimed at realizing opportunities through multi-disciplinary collaborative research.
Propose and execute a portfolio aligned to the strategy and in accordance with identified program objectives and key results, including end-to-end management of stakeholder engagement, business processes and program reviews.
Contribute to content development for MSR’s internal and external-facing communication platforms in support of MSR’s editorial priorities.
Contribute to the development and execution of key community engagement initiatives such as conferences, workshops, panels and ideation sessions.
Drive advocacy and thought leadership
Raise awareness within Microsoft of the current and potential future impact of research through targeted internal engagement spanning research, product and policy.
Champion Microsoft’s strategic research directions and emerging areas of focus through high-impact contributions to internal and external venues, publications and channels.
Build relationships across the global research community including academia, government, industry and civil society to drive diversity of collaborative perspectives across expertise, identity, institution, and geography.
Drive awareness and adoption of Microsoft foundational tools and assets among key internal and external communities.
Inclusive, results-driven team leader, adept at identifying opportunities for shared success across partners and collaborators.
Ability to handle ambiguity and create clarity in a multistakeholder environment.
Ability to communicate complex topics at the appropriate level of abstractionacross a wide range of stakeholders and audiences.
Master’s degree in computer science or a related technical field AND 4+ years of experience in program management with a focus in engineering or research or equivalent experience.
2+ years experience managing cross-functional and/or cross-team projects in science and technology.

6+ years experience managing cross-functional and/or cross-team projects in science and technology
Demonstrated ability to drive impact in a large, decentralized organization.
Recognized expertise and thought leadership in core computing research areas including AI/ML, systems, cloud computing.
Experience working globally across geographies, organizational cultures and technical disciplines.
Experience working with theopen-sourceresearch community.
