Senior Director – Public Sector Environment and Climate Programs
Abt Associates seeks a Senior Director to work with the VP of Abt’s Environment and Natural Resources practice to identify key growth opportunities and to help build on and accelerate the exciting recent growth the firm is experiencing in the public sector environment and climate markets. The Senior Director will leverage experience in growing and operating business practices/lines for similar professional services firms primarily serving public sector clients. The Senior Director understands and can support all stages of the full business development life cycle, including, but not limited to, identifying, qualifying, and pursuing new business opportunities – including all aspects of proposal development, theming, pricing, and color team reviews. The successful applicant will have experience building a pipeline of addressable, desirable opportunities in these markets.
Abt’s ENR portfolio is focused on prominent environment and natural resources agencies at the federal and state/local levels. The Senior Director will be expected to support client account growth, customer engagement, demand generation, and capture and proposal efforts designed to grow this business in a sustainable and consistent way. They will understand how to work across client accounts, stimulate new ideas for account growth, and work with the group’s technical leaders to solve the most complex and challenging client needs.
The successful candidate will:
be accomplished in a professional service setting where they are bringing capabilities from across the firm (including data capture/surveys, digital solutions, outreach and communications, technical assistance, and research and evaluation) to bear on our clients’ unmet needs.
be able to understand technical capabilities within ENR and how they might be applied across Abt’s other business lines, helping those accounts meet their client needs as well.
be customer- and market-facing and will create new opportunities by understanding market trends and customer needs.
be able to visualize and present solutions, delivering technical and marketing presentations describing those solutions.
be able to lead business development initiatives and special projects/efforts targeting specific clients and sub-markets.
As a key member of the ENR senior leadership team, the Senior Director will participate in strategy development and execution. As such, the successful candidate will have comprehensive knowledge and experience leading business units or practice areas, with both an operational, financial management, and growth mindset.
Key Roles and Responsibilities
Drive growth of the ENR business line at Abt, with particular focus on US public sector markets – which could include federal and state/local agencies and departments.
Stay current on market trends to identify new market opportunities and refine Abt’s understanding of the size and attractiveness of those markets and opportunities.
Apply their understanding of the business development life cycle, including opportunity identification and driving pipeline development that adequately supports out-year growth targets; understands the challenges of pursuing large IDIQ/Multiple Award contracts and the importance of balanced pipeline of addressable opportunities; supports opportunity qualification and capture and the full proposal development process.
Work with technical leaders and account leaders to coach and to build skills with staff at all levels to position Abt more effectively with our clients and partners. And to engage clients in dialogue to understand and address unmet needs.
Assist ENR portfolio and account leaders in identifying and capturing opportunities in the following domains: environmental policy and analysis, regulatory support, cost-benefit and economic modeling, regulatory development/support, program management, mission support and technical assistance, environmental justice, program evaluation and evidence-based policy analysis, survey research, outreach and communications, technology planning and management, and technology implementation (such as data science/analytics, application of mobile technologies, geospatial analytics, User Experience, case management, Customer Experience, and application/tool development.)
Contribute to strategy execution and operational excellence through direct participation as a member of senior leadership of this business line .
Drive growth of ENR pipeline to a volume that supports aggressive near- and long-term growth targets, especially capitalizing on increased federal executive branch spending in areas such as climate, energy efficiency, and environmental justice
Support annual strategic, operational, and account-level planning and monthly/quarterly account reviews; drive achievement of ENR and account-level annual sales goals
Leverage experience gained with other organizations in supporting improvements in client program and project delivery and making recommendations on adapting our offerings to changes in market and customer demand
Provide excellent project delivery to drive customer satisfaction by mentoring and coaching others in all aspects of project management and service delivery; help solve delivery issues and manage executive check-ins w/ our customers to explore opportunities for improving our delivery to meet unmet needs.
Building a culture of customer-centric focus and understanding the voice of the customer, unmet client needs, and solution development, creating demand where Abt can have a meaningful impact on customer mission .
Identify and contact new, potential clients within the ENR portfolio, primarily including federal civilian agencies with environmental and environmental health missions like EPA, DOI, USDA, and DOC/NOAA, NYSERDA, OSHA, HHS/NIH, HHS/CDC, and ATSDR. Focus will be on initiating and facilitating client meetings, building client relationships and better understanding the voice of the customer and bring that voice of the customer back to Abt.
Support solution development and “demand generation” activities that define and shape new opportunities with clients for which Abt is well positioned
Identify and assess (and develop plans for pursuit) of possible new markets, either based on offerings/solutions (egs, climate/health, climate/justice, climate/housing access) or specific clients/agencies (DOT, DOE, etc).
Guide/assist in development of marketing tools leveraging ENR and Abt MarComm team
Attend conferences and industry events for the purpose of identifying new clients/opportunities and communicating Abt’s brand and story
Identify and develop relationships with opportunity-specific teaming partners; also identify small and large business partners to invade new markets
Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
