Manager, Regulatory Affairs and Market Development

As ICF continues to expand our overall commercial energy business and advance the “future of energy,” we’re looking for an experienced Manager of Regulatory Affairs and Market Development to expand our demand-side management, distributed energy resources, electrification, and customer engagement business opportunities across North America. ICF needs a talented team member who can use policy-making and regulatory processes to support sales and advance the market for energy efficiency, distributed energy resources, electrification, and investment in flexible load controls and programs.

As the Manager, Regulatory Affairs and Market Development, you will be responsible for executing ICF’s regulatory strategy for priority markets in North America through exceptional relationship building and advocacy skills. In this role, you will report to the Director of Business Development and work closely with sales and account managers across the region.

The ideal candidate brings great business judgment and deep knowledge of the regulated utility industry (ideally with demand-side management and/or ongoing energy and delivery transformation experience in the U.S.). You are a successful relationship builder, policy advocate, and persuasive written and oral communicator with strong critical thinking skills. You have worked in a similar role in the energy industry or another regulated industry.

This is a remote position and can be worked from anywhere in the US.

What you will be doing:

  • Collaborate with sales managers and utility clients to build regulatory acceptance and advance pilot programs and technologies to support utility goals.

  • Analyze regulatory information including filings, public utility commission orders, testimony, hearings on topics such as rate cases, DSM programs, tariffs to inform design of programs and pricing strategies.

  • Observe and document regulatory proceedings, participate in forums that inform utility planning and actions, and work closely with utilities to engage government officials, regulators, and stakeholders to remove obstacles and promote policies to advance ICF’s business.

  • Establish strong relationships with regulatory staff to influence portfolio design, program selection, budgets, and savings potential

  • Effectively advance sales and business development efforts

  • Be a public spokesperson for ICF at industry associations, conferences, and other external meetings.

  • Work with industry and stakeholder partners to grow and/or defend the overall market for demand-side management, distributed energy resources, and electrification in strategic regions.

  • Support sales planning process by analyzing program budgets and cycles across the U.S. to inform strategic planning and resourcing in geographic regions.

  • Develop and maintain a regulatory calendar for strategic regions or clients to inform sales and capture efforts.

What you'll bring to the role:

  • BA/BS in government, policy, economics, business, or related degree (and preferably a relevant advanced degree).

  • At least 8 years of work experience in a relevant field and preferably at least 3 years of direct experience in a similar role.

  • Experience in the utility industry preferred.

  • You are an exceptional written and oral communicator

  • You have a track record of successful advocacy outcomes that have led to clear business and policy outcomes

  • You are detail-oriented, entrepreneurial, and have strong political instincts

  • You bring solutions to complex problems and can convince others to adopt your vision.

  • You are a relationship builder and connector.

  • You enjoy working outside of a defined swim lane and proactively dig into projects with focus

  • You have strong relationships with utilities, regulatory bodies, and/or utility industry stakeholders.

  • You function well in a fast-paced, team-focused environment where you need to build consensus across multiple departments
