Summary The incumbent serves as a Senior Program Manager and Facility-based learning leader for medical and associated health training programs within VA Boston Healthcare System (V ABHS). This position is located at the Brockton, MA campus at VA Boston Healthcare System within the office of the Chief Of Staff. Responsibilities The incumbent has oversight, responsibility, and accountability for all accredited graduate medical education and affiliated associated health trainee programs within VABHS. The Deputy ACOS/E maintains the quality of the relationships with affiliates and ensures a positive, effective local learning environment. The incumbent provides significant and ongoing support to Veterans Administration Boston Healthcare System (VABHS) Associated Health Residency programs. This Senior Program Manager occupies a key management position at V ABHS focused on both the long- and short-term priorities of the VABHS training mission. This role contributes to the quality of health care for Veterans and the nation. The Deputy ACOS/E serves as the Acting ACOS/E in the ACOS/E's absence. At the local level (including parent and outpatient facilities), the Deputy ACOS/E ensures Graduate Medical Education (GME) and associated health trainees are properly appointed, evaluated, trained, and appropriately supervised. The Deputy ACOS/E is familiar with relevant education Directives/Handbooks (1400 series and other Human Resources policy), participates in national and VISN education calls, and attends OAA sponsored educational conferences and trainings. In conjunction with other local leaders, the Deputy ACOS/E oversees relationships with a wide variety of graduate and professional schools and participates in relevant training-oriented committees for nursing and associated health affiliates. V ABHS has over I 00 academic affiliations. The Deputy ACOS/E participates in local management of associated health trainee funding, including administration of trainee stipends, affiliation agreements, and program letters of agreement. The Deputy ACOS/E is expected to update these documents according to OAA Directives/Handbooks. Interacts with V ABHS management and service-level managers to ensure the V ABHS education environment supports the curricular needs of trainees as well as the care needs of Veterans. The incumbent ensures that all nursing and associated health trainees have appropriate VA appointments through the Human Resources Service, have facility and badge access, and remain up to date on mandatory training. eServes as the VA point of contact (POC) for all issues involving GME, nursing, and associated health trainees in accredited programs. Ensures appropriate establishment and execution of affiliation agreements, MOUs, and program letters of agreement (PLAs). In addition, the Deputy ACOS/E ensures appropriate processes are in place to keep these documents stored and updated as per requirements. Provides oversight ( consistent with VA policy and accreditation requirements) of GME and associated health trainees including nursing and other associated health trainees at V ABHS. Participates in evaluation of innovative or pilot educational projects that involve trainees. Advocates for trainee experiences and rotations that support the care needs of Veterans. The Deputy AOCS/E plays an integral role in maintaining long standing affiliate relationships but also evaluating the value of new partnerships to ensure a workforce able to address the needs of veterans for years to come. The Deputy ACOS/E should play a key role in partnering with affiliates such as working on joint recruiting, assuring VA clinicians have faculty appointments, and actively building relationships through V ABHS Affiliation Partnership Council. The Deputy ACOS/E also acts as an educational consultant on matters pertaining to affiliations and accredited training programs, especially regarding the initiation of new affiliations, programs, and sites of training. The Deputy ACOS/E will be monitoring faculty evaluations, the learning environment and assessing educational resources. The Deputy ACOS/E provides leadership and collaboration in developing and deploying educational and training programs, resources, and services to execute the organizations clinical training approaches through planning, organizing, monitoring, and adjusting activities associated with accredited associated health trainees' VA experience. V ABHS has almost 3000 trainees across all training programs, making it the third largest training site within VA. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS. The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402. To qualify for appointment as a psychologist in VHA, all applicants must meet the following: a. Citizenship. Be a citizen of the United States. b. Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. [Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards.] [OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.] AND Internships Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) [OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia Exception. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. § 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Loss of Credential. A psychologist who fails to maintain the required licensure must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists. Board Certification and Loss of Credential Board Certification. Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. Loss of Credential. Once board certified, psychologist must maintain a full, valid and unrestricted board certification to remain qualified for employment. A psychologist who fails to maintain the required board certification must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Physical Requirements. See VA Directive and Handbook 5019. GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Creditable Experience Current Professional Psychology Practice. To be creditable, psychological work experience can be obtained through paid or non-paid employment providing psychological work or through participating in a supervised postdoctoral psychology training program (i.e., fellowship or residency). Psychological work experience must have occurred after the doctoral degree was obtained and must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional psychology practice. Education Quality of Experience. Experience is only creditable if it is post-doctoral experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to or exceeding professional psychology experience at the next lower level. Senior Psychologist Program Manager, GS-15 Experience. At least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Skill in managing and directing the work of large, complex organizational units and in applying effective management practices. 2. Skill in persuasion, negotiation, and motivation to negotiate multiple program policies. 3. Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills. 4. Skill in the application and analysis of measurement tools to systems issues. 5. Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems. 6. Ability to assess need for basic and complex services across multiple programmatic contexts. 7. Ability to coordinate the efforts of multiple program elements across a complex system. The full performance level of this vacancy is .GS-13 Physical Requirements: The work is primarily sedentary. Requires frequent keyboarding (4- 7 hours per day). The incumbent must be able to exercise a high degree of emotional and mental discipline at all times in order to continue to carry out duties effectively. This is especially necessary during time periods when the incumbent encounters significant or extreme duress as a result of interactions with patients, etc. This position requires potentially periods of continued sitting.
