OSD is seeking a motivated, progressive individuals to become an integral part of the Strategic Sourcing Services Team. The Strategic Sourcing Manager is responsible for leading cross functional teams to manage the Statewide Contract sourcing process from research and proposal development to contract management.

The responsibilities of this position
Ability to lead the strategic sourcing process including proposal development, evaluation and analysis, contract negotiation and contract management.
Provide support to both suppliers and eligible purchasing entities – all stakeholders in the sourcing lifecycle.
Define Key Performance Indicators (KPIs) and lead the contract negotiation process for pricing, key terms, service level requirements, and other performance metrics
Analyze category markets; assess risk, gathering intelligence on fundamental conditions and technical information that impacts the category. Develop sourcing category strategies based on market intelligence gathered
Perform total cost of ownership evaluations, perform supply-market research and conduct pricing and impact analysis
Measure and manage “suppliers’” (aka vendors, providers, agencies, firms, etc.) performance relative to contracted service levels and Key Performance Indicators (KPIs). Identify and resolve performance issues to ensure customer satisfaction.
*Preferred Qualifications: *
Background in a field that requires strong analytical, oral communication and written communication skills from an accredited college or university
A successful candidate must a strong leader and be able to demonstrate key business results as a change agent in a dynamic organization
Ability to maintain effective working relationships with internal and external customers
Strong skills in the use of Microsoft Office including Word, Excel, PowerPoint, and Access
Sourcing and negotiation experience in local or state government is a plus

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
