State of Massachusetts Senior Policy Advisor - Office of the Senate President in Boston, Massachusetts

The Senior Policy Advisor advises the Senate President and the Senate President’s Office (SPO) staff on a broad range of policy issues and conducts research on legislation and related policy implications. The Senior Policy Advisor also drafts, reviews and prepares legislation for the SPO and other Senate offices and works to develop and advance policy priorities. The Senior Policy Advisor reports to the General Counsel and Deputy Chief of Staff. JOB DUTIES AND RESPONSIBILITIES* * * Develop and maintain expertise in certain policy areas, including state finance, revenue and budgeting, to support the SPO. * Conduct policy research, review relevant policy reports and draft summaries of research and reports. * Brief the Senate President, senators, and Senate staff on policy topics and staff the Senate President at various policy-focused meetings. * Prepare, analyze and interpret proposed and existing legislation, laws and policies. * Prepare legislation and amendments for floor debate, committee reports and conference committees. * Attend informal and formal Senate sessions and assist the presiding legislator with completing the legislative agenda on the chamber floor. * Assist with management and coordination of SPO’s legislative agenda. * Participate in meetings with the House of Representatives, the executive branch, governmental entities at the local, state and federal level and stakeholders on behalf of the Senate President and the Senate to discuss policy priorities, legislative activity and strategy. Other Duties and Responsibilities May Include: * Collaborate and consult with the Chief of Staff, General Counsel and Deputy Chief of Staff, and other Senate staff on legislative matters. * Perform other duties as assigned by the General Counsel and Deputy Chief of Staff or Senate President. MINIMUM QUALIFICATIONS* * * Master’s or law degree and at least seven years relevant experience, or Bachelor’s degree and at least ten years of relevant experience. * Experience in government and demonstrated understanding of public finance. * Knowledge of state legislative and state budget procedures.  * Ability to read and interpret the Massachusetts General Laws and other rules and regulations related to state governance.  * An understanding of local, state and federal political processes. * Temperament to communicate with a variety of personalities in a tactful, positive, and professional manner.  * Excellent interpersonal skills with the ability to work cooperatively and professionally with a variety of stakeholders.  * Knowledge of office computer applications and advanced knowledge of Excel. * Strong organizational skills and attention to detail.  * Ability to think critically and work both independently and as part of a team.  * Ability to produce quality work under pressure and in a fast-paced environment. * Ability to maintain a flexible schedule including working extended hours, including some nights and weekends. Government service or a previous position requiring in-depth knowledge of government is preferred.
