This job is eligible for a hybrid schedule with some on-site work expected.

Summary

The Senior Government Affairs and Outreach Strategist manages the Federal Reserve Bank of Boston’s coordination and partnership with governmental constituencies in New England and Washington, D.C., and performs outreach to a wide range of stakeholders in Greater Boston and across the six New England states on behalf of the Reserve Bank and its senior leaders.

This position is an important contributor to the Bank’s public affairs function, helping to guide and facilitate external communications efforts that promote understanding of and engagement with the goals of the Reserve Bank and the Federal Reserve System. This position collaborates with internal Reserve Bank and Fed stakeholders to ensure the Reserve Bank’s broad ‘reach’ to a variety of constituencies to promote – and inform – the organization’s work.

Principal Accountabilities

  • Work collaboratively with senior public affairs leadership to manage the Reserve Bank’s intergovernmental relations in the region and in D.C., including coordination with offices of mayors, state-level leaders, and members of Congress.

  • Lead a regular cadence of principal-to-principal engagements with key stakeholders, and proactively identify and create linkages between Bank experts and interested public officials and their staff.

  • Facilitate outreach efforts by Bank thought-leaders to increase transparency and understanding of the organization and strengthen relationships around Bank activities that serve the public interest.

  • Closely coordinate with key subject matter experts, senior staff, and Bank leadership to keep stakeholders informed about key priorities, initiatives, and research that advance the Bank’s public service.

  • Develop and manage a variety of external stakeholder relationships, to strengthen and maintain a cadence of information-sharing with public offices and other key constituencies across New England.

  • Assist in the management of and recruitment for the Reserve Bank’s New England Advisory Council, consisting leaders of small- to medium-sized businesses in the region. Collaborate on recruitment strategies for the Bank’s other advisory groups.

  • Maintain working relationships with state bankers associations and related business and trade associations to promote the Bank’s thought leadership and reputation.

  • Represent the Reserve Bank at events and meetings with external partners that demonstrate the Boston Fed as a public service-oriented civic partner.

  • Track and regularly report on relevant legislation at the federal and state level; manage contacts database of legislative staffers and Bank outreach.

  • Participate in Federal Reserve System efforts to be responsive and informative to Congress and regional and local government offices.

  • Collaborate closely with Bank colleagues to promote awareness among key government constituencies of published research, news releases, events, and executive communication to ensure maximum reach.

Supervision

This position may be responsible for the supervision of others.

Knowledge and Experience

  • Bachelor’s degree in political science, public administration, economics, finance, or a related field.

  • Minimum of 5 years’ related work experience, including working directly with legislators and their staff. Financial services sector experience a plus.

  • Deep knowledge/experience with various layers of government and third-party stakeholders, including demonstrated understanding of state and national legislative processes.

  • Must have demonstrated experience building and managing relationships with a range of stakeholders on an organization’s behalf, ideally using contact relationship management databases or tools.

  • Strong analytical skills; ability to synthesize complex streams of information and interpret nuanced reputational issues.

  • Demonstrated ability to work with various constituencies to guide competing interests along a common path.

  • Excellent communication skills, and ability to represent the Reserve Bank and describe its activities and areas of emphasis with clarity, responsiveness, and integrity. Must be collaborative and enjoy working in a team environment.

  • Exceptional diplomacy, tact, discretion, ability to multitask, and ability to agreeably navigate myriad points of view.

  • Position requires a willingness to travel 20% of the time, largely day trips to New England locations and occasional outreach in Washington D.C.
