The Proposal Writer develops detailed proposal content and presentations responsive to Government Requests for Proposal (RFPs) under the direction of the Proposal Manager. Produces entire proposal sections or volumes with minimal assistance.


  • Write, coordinate, and manage responses to government solicitations, coordinating the efforts of internal company resources in line with an established process.

  • Create, write, and revise proposals and materials, including RFPs/Requests for Information (RFIs), IDIQ Task Orders, and PowerPoint presentations. Prepare proposal sections, compliance matrices, and outlines.

  • Ensure compliance to proposal instructions, evaluation criteria, and performance work statement

  • Review and analyze RFPs to understand program and customer requirements.

  • Review and integrate requirements from Performance Work Statements (PWS) into proposal content.

  • Coordinate all aspects of proposal preparation, revision, and submission; and inputs from technical team, management, and finance departments.

  • Support planning and analysis of RFPs, writing and collecting customer questions, outlining proposals, conducting compliance checks, participating in proposal reviews, supporting proposal production, and participating in Lessons Learned reviews.

  • Perform research, data calls, and interviews with program managers, subject matter experts (SME), and other designated contacts to gather information necessary to complete proposal assignments.

  • Make recommendations on how to best respond to the RFP, meeting/exceeding the customer's requirements, within company guidelines and the competitive environment.

  • Write (and rewrite) assigned proposal sections, meeting all writing deadlines.

  • Edit documents and ensure consistent messaging and single voice across all proposal volumes

  • Maintain company past performance/capabilities database and related write-ups.

  • Develop creative presentations of past accomplishments (accolades, awards, CPARS ratings, etc.).

  • Manage proposal communications and amendments with the Government

  • Above-average proficiency in Microsoft Word, SharePoint, and Excel.

  • 3+ years of federal proposal writing and coordination experience

  • Bachelor’s degree in business administration, writing, marketing, or related field

  • Strong history of winning government technology proposals.

  • Proven ability to develop deliverables that are compliant with stated instructions and submitted on time.

  • Ability to communicate clearly and concisely, both verbally and in writing.

  • Advanced skills in Microsoft Word and Excel and proficiency in PowerPoint.

  • Demonstrated understanding of winning proposal writing methodologies.

  • Ability to manage multiple priorities and work within the confines of strict government response deadlines.
