Proposal Development Services (PDS) supports the Sales and Account Management team with the completion of Requests for Proposals (RFPs), Requests for Information (RFIs), industry surveys, sales presentations, local and regional analyses and reports, and the production of other general sales proposal materials.
The proposal development manager provides consultative support and project management skills to Account Executives and Sales Leaders responding to RFPs, RFIs and finalist presentations. The role is responsible for coordinating cross-functional groups from within several areas of the company in requests for information.
The proposal development manager is a key business partner and support resource of the Sales leadership team and needs to be able to speak to current and emerging initiatives corporate-wide. The role's primary focus is in responding to Request for Proposal that lead to an increase in new business and retention of existing business. The role interacts with all levels of management in the division and requires the ability to interface across the organization. It also requires a strong project-based skill set coupled with a high level of independence to achieve results.
This role is eligible for all personas and all Blue Cross locations.
Partner with Blue Cross account/sales executives and subject matter experts to manage and develop sales proposals that are well written, accurate, and reflect specific customer objectives for proposals.
Collaborate with account/sales executives, subject matter experts, and team leaders to fashion an account-specific strategy that is included in the Executive Summary and/or cover letter.
Edit proposal language to ensure focus on Blue Cross strategic themes as well as compliance with all RFP requirements.
Cultivate relationships with subject matter experts across the corporation to gain their support, knowledge, and input.
Collect new RFP response content from designated subject matter experts to update the RocketDocs database and complete RFPs with the most up to date information.
Stay abreast of Blue Cross product knowledge and strategic objectives on an ongoing basis.
Work closely with Interplan to incorporate information from other Blues plans whose network would be used by employees of the target account or prospect.
Ensure timely adherence to proposal process and manage multiple deadlines and competing priorities.
Copyedit and proofread team members’ work.
Participate in special assignments/projects and lend support to other teams, when appropriate.
Facilitate meetings focused on ensuring all aspects of the RFP are on track for delivery.
Identify creative solutions to barriers of reaching RFP goals.
Qualifications: (Knowledge, skills and abilities)
3 to 5 years of experience in the health care industry
BA or equivalent experience required
Excellent technical, marketing, oral communication and writing skills
Ability to interface across the organization and at all levels
Self-motivated, and able to work independently or as part of a cross functional team
Advanced proficiency in Microsoft Office Suite
Ability to handle multiple tasks with competing priorities in a deadline driven, fast-paced environment
Ability to interact with and respond to varied levels of management
Organization, planning, and time management skills
Proven project management and problem-solving skills with a focus on attention to detail and delivery
Projection of positive attitude and professional image
Knowledge of Blue Cross products and services
Skilled at developing effective working relationships
Ability to influence, negotiate and collaborate on projects with sales leaders and account executives
Demonstrated knowledge and experience in development and execution of proposal opportunities in a complex operational environment
