BCBSMA is undergoing an exciting Digital and Agile Transformation and we want you to come and be a part of it! We are actively recruiting a Product Manager aligned to our Health & Medical Management Value Stream to manage and drive a portfolio of digital initiatives with the goal of driving down medical costs and supporting our membership in their care journey.

This is an instrumental leadership role in the oversight and strategy of Digital Health & Medical Management initiatives that generates multimillion-dollar business value to the organization and touch millions of consumers every year, partnering closely with leaders from other Digital disciplines (Product, Engineering, QA, Architecture, Design/UX) and across the organization to provide quarterly guidance and day-to-day direction.

This role is available for e-worker (fully remote).Principal Duties and Responsibilities

  • Will lead a team of digital / technical product owners and scrum masters aligned to the Health & Medical Management / Clinical Solutions Value Stream

  • Will be accountable for the creation and ongoing management of digital capability roadmaps

  • The Digital Product Manager is the voice of the customer – our members, physicians and nurses – and should have a very solid understanding of the continuum of care to define and implement digital solutions

  • Partner with Senior Leaders in our HMM business space to ideate on solutions to business problems and define associated business value measurement metrics (including care quality, care affordability, customer experience, operational expense)

  • Will be responsible for the ongoing health and continuous improvement of existing Care Management and Utilization Management applications

  • Will partner with appropriate vendors to help augment care needs for our members

  • For each new initiative or epic, has direct accountability for the creation and socialization of a lean business case and corresponding presentations as necessary

  • Creates, communications and continually updates a product roadmap and value stream program vision and values

  • Experience collaborating with customer experience and support teams – can identify operational impacts that reach beyond the HMM value stream and is able to develop a plan to close any operational or educational gaps with internal and external customers

  • Own and manage the epic and feature backlog for corresponding development and operational segments, pushing back and prioritizing when necessary

  • Partner with and mentor Digital Product Owners on the creation, management and facilitation of user story elaboration and prioritization.

  • Identify skillsets required for Agile Release Train teams and partner with Engineering leadership to build dedicated teams

  • Partner closely with Release Train Engineers, Solution Architects, Business Stakeholders on the creation of PI Planning Materials; as the voice of the customer, accountable for the creation and facilitation of vision, business value, roadmap, and PI goals. You will play a critical role in the facilitation and coordination of the PI sessions and should be available for questions and push back from teams.

  • Facilitates any required enabler PIs and partners with Solution Architects and Enterprise Architects to determine appropriate solution designs and lead time before development starts

Qualifications

  • BA/BS in computer science/technology or business, or equivalent work experience, MS or MBA preferred 3 or more years IT/IS leadership, large program, or Management/consulting experience

  • Clinical / Care Management Digital Solutions experience or background a plus

  • Demonstrates advanced understanding of and experience with Agile, Scaled Agile and has experience with vendor-driven implementations and management

  • Has excellent communication skills, both written and verbal

  • Strong team player and able to effectively collaborate across multiple stakeholder groups

  • Comfortable with ambiguity and able to translate into tangible action plans.

  • Able to create a variety of documents, process maps, dashboards, and presentations suitable for technical, business, and executive audiences using a variety of tools

  • Demonstrates product management, communication, and leadership skills on large, complex initiatives

  • Agile product development background with knowledge of Waterfall or other software development lifecycles and project management methodologies

  • Proactive, problem-solving approach – someone who offers solutions not problems for others to solve

  • Has technical acumen and background that supports partnership with solution architects and engineering teams; can strategically identify technical enablers and clearly articulate to business partners dependencies and net positive impacts of enabler work

  • Scaled Agile PMPO certification is a plus

  • Experience with digital content management systems, prototyping and wireframing tools, and project management tools (JIRA, Clarizen)

  • 5-7 years of product management work experience
