OSS is the primary appellate resource for the Attorney General’s Office (AGO), helping Assistant Attorneys General in every Bureau to develop appellate strategy, draft briefs, and prepare for oral argument in state and federal appellate courts. OSS also tracks appeals handled by the AGO to ensure consistent legal positions; handles appeals presenting complex or novel issues of particular importance totheCommonwealth;coordinatesdecisionmakingregardingthedraftingofamicusbriefsforstateand federal courts and the joining of multi-state amicus briefs drafted by other states; and consults with the AGO’s affirmative litigation bureaus (including with OSTC as described below) on appellate strategy for matters notyet onappeal.OSScurrentlyconsistsofthe State Solicitor andthreeDeputyState Solicitors. OSTC is a new resource within the AGO and represents the Attorney General’s commitment to the highestqualityofciviltrialadvocacythroughouttheoffice.OSTCwillserveattorneysandadministrative staff within the AGO’s civil enforcement and litigation bureaus (including its Public Protection & Advocacy, Health Care & Fair Competition, Energy & Environment, and Government Bureaus) as a central resource for trial strategy, case development, trial preparation and trial presentation. OSTC will support these bureaus in specific litigation matters and will lead or otherwise work directly on select complex litigation matters as needed. OSTC will also manage, and support matters cross-staffed by the AGO’s civil enforcement and litigation bureaus, including affirmative matters brought on behalf of the Commonwealth in federal court. OSTC will work in close collaboration with OSS regarding trial and appellate strategy for complex litigationmatters.OSTC consistsofthe ChiefState TrialCounsel and will include other Assistant Attorneys General. _Primary Duties_: TheParalegalwillprovidecriticaladministrativeandlegalsupporttobothOSSand OSTC. The responsibilities for this position include, but are not limited to, the following: /Office of the State Solicitor/: The Paralegal’s principal responsibilities for OSS will be: (1) to maintain a calendar and tracking system of all deadlines and events forappellatemattersoverseenor handled by OSS, such as briefing deadlines, moot courts, and oral arguments; (2) to organize and maintain paper and electronic files for cases handled by OSS, as well as the many amicus briefs filed or joined by the AGO; (3) to assist with the preparation and filing of appellate briefs by OSS, including creating tables, cite-checking, proof-reading, and compiling addenda and appendices; (4) to assist with maintaining OSS’s internal website of appellate resources; and (5) to respond to requests for information from AssistantAttorneysGeneral(AAsG)andagencycounselwhereappropriate,includingregardinge-filing processes, brief templates, and other resources. The Paralegal’s responsibilities may also include research, responding to public records requests, aiding AAsG and agency counsel in preparing for oral arguments,creatingadditionalOSStrainingmaterialsforAAsGontopicsoffrequentinquiries,tracking litigation of interest to OSS outside of Massachusetts, and other special projects. /OfficeoftheStateTrialCounsel/: TheParalegal’sprincipalresponsibilitiesforOSTCwillbe:(1)todevelop and maintain a tracking system for the complex litigation matters handled within the Office, including deadlines and events, nature of the claims asserted, the pleadings filed in those matters, and related current events; (2) to organize and maintain paper and electronic files for cases handled by OSTC AAsG; (3) to assist with the preparation and filing of briefs and other pleadings by OSTC AAsG and other attorneys working on cross-staffed complex litigation matters, including creating tables, cite-checking, proof-reading, and compiling addenda and appendices; (4) to assist with developing and maintaining OSTC’s internal website of resources for AAsG and staff; and (5) to respond to requests for information from AAsG and agency counsel where appropriate, including regarding case updates, e-filing processes, brief templates, and other resources. The Paralegal’s responsibilities may also include research, responding to public records requests, aiding AAsG in preparing for oral arguments, creating additional OSTCtrainingmaterialsforAAsGontopicsrelatingtotrialcourtpractice,trackinglitigationofinterestto OSTC outside of Massachusetts, and other special projects. _Position Type_: Full-Time/Non-Exempt.
