Position Summary

The Program Manager for Business Development is responsible for building and maintaining relationships with key community partners to achieve organization’s growth objectives. Position will negotiate standing with diverse community-based organizations (housing, ASAPs, community providers, etc.) to boost voluntary enrollment growth in SCO and One Care and robust clinical collaboration to facilitate efficient and effective implementation of our model of care.

Key Responsibilities

  • Responsible for programmatic engagement of select community partners, including but not limited to BH and LTSS providers, housing and other social service organizations in coordination with program leadership, CCA clinical and medical leadership , Marketing and Contracting.

  • Lead partnership between Business Development, Clinical, and Outreach and Marketing to identify and develop new relationships with prospective community partner organizations that will foster enrollment growth, focusing on organizations with wholesale-scale potential.

  • Develop strategy maximizing business development opportunities through these key partnerships.

  • Lead analysis projects to optimize both growth planning and execution strategies: ROI analyses, other performance metrics, etc..

  • Coordinate passive enrollment analysis and execution with MassHealth.

  • Work with contracting, clinical, compliance, and program leadership as needed to implement relationships with new partners.

  • Develop understanding of how changing Medicare and Medicaid marketplace impacts engagement with our business partners; adjust strategies to react to/ benefit from those changes.

  • Work with senior leadership at health care providers and other entities as needed to meet promote shared marketing strategies, meet enrollment targets.

  • Works with CCA provider network development to identify opportunities for innovation in our existing provider network and implement new contract terms or programs.

  • Works collaboratively with CCA clinical, program and Business Development leaders to identify and act on new business opportunities aimed at growing CCA consistent with corporate goals and strategy to develop strategies and plans to expand business to new markets at both the macro (service area expansion) and micro level.

  • Build relationships with senior leaders and providers and other external partners – government, advocates, ASAPs, etc.

Minimum Qualifications

  • Education required Bachelor's Degree or equivalent experience.

  • Preferred educational experience, Master’s degree in public health, business, public policy or health policy strongly preferred.

  • Minimum of 3 years experience in business development, contracting, marketing and/or sales. Project management experience, including management of strategic projects with significant cross-functional interdependencies and proven ability to manage large multiple projects simultaneously in a deadline-driven environment.

  • Professional poise and comfort with leading discussions with senior leadership, professional clinical staff, and others, especially outside vendors, customers and government partners.

  • Must be effective relationship builder – “client-service” oriented, able to work collaboratively and cooperatively as a team member or leader, fostering an atmosphere of trust and respect.

  • Deep knowledge of health care marketplace and ability to bring the marketplace perspectives into CCA to educate colleagues.

  • Requires excellent presentation skills on a wide range of content on CCA– to internal and external senior leaders.

  • Understanding of health care finance and standards for measuring performance.

  • Strong quantitative and analytic skills.

  • Must be able to influence team members, business owners across different business units and senior leaders.

  • Must act as a champion for team members and the project with company leaders.

  • Demonstrated ability to develop and utilize an escalation path for an issue.

  • Must be highly organized and self-directed with a proven ability to work with little to no supervision on departmental and cross-functional projects of a diverse nature.

  • Ability to see the big picture and anticipate issues while monitoring details of the project or program.

  • Must be able to communicate effectively across all levels of the organization verbally and in writing.

  • Must be highly organized and self-directed with a proven ability to work with minimal supervision on complex projects of a diverse nature.

  • Must demonstrate the ability to plan outcomes for a work group session and manage group dynamics to reach a positive meeting outcome.

  • Requires excellent interpersonal skills in order to communicate and work with staff of all skill and experience levels.

  • Must be able to exercise a high level of diplomacy to recognize politically sensitive issues.

  • Most work is performed in office but must have flexibility to meet with external parties at their locations as needed. Must be able to travel to Springfield on a regular basis to meet with team based there.

  • Valid Driver’s License is required.
