The Office of Consumer Affairs and Business Regulation (OCABR) is seeking a purpose-driven and experienced Director of Communications to help us meet our mission and vision. OCABR has a committed team that places the consumer at the center of our work. OCABR oversees the state’s Lemon Laws and Lemon Law Arbitration, Data Breach reporting, Home Improvement Contractor Programs, and the state’s Do Not Call Registry. We helpall Massachusetts consumers, home improvement contractors, people seeking help with a recently purchased car, tenants and landlords, and businesses seeking to report a data breach or interested in the data breach notification law. OCABR is within the Executive Office of Housing & Economic Development Secretariat which seeks to build a Massachusetts with vibrant communities, growing businesses, and a strong middle class.

The ideal candidate for Director of Communications shares our consumer mindset, has a strong background in communications, marketing and/or public affairs, can distill technical information into the key points, and can establish him/herself as a leader and working manager. This position will report directly to the Chief of Staff/General Counsel to lead communications broadly across OCABR and its agencies, which is part of the Executive Branch. We are seeking an experienced manager with at least six years in a communications leadership role, ideally running a communications department and engaging with the media and public as a spokesperson. The ideal candidate is passionate about our mission and has the ability to think strategically, execute flawlessly, and establish trusting partnerships. Candidates need to have a track record in all aspects of communications, from proactive and reactive communications to communications strategy to editorial planning and content development. OCABR is a fast-paced environment and our ideal candidate needs to demonstrate the ability to be responsive and efficient, while maintaining and exercising discretion and sound judgment in handling confidential information and must possess excellent project management skills, with demonstrated ability to plan, prioritize and delegate tasks and utilize staff members to accomplish assigned work objectives timely and know and recognize when they need to jump in and do the work in order to meet a deadline.

Duties include but are not limited to the following:

Responsible for coordinating communications across the Office of Consumer Affairs and Business Regulations and its five agencies. The agencies within OCABR include: Division of Banks, Division of Insurance, Division of Professional Licensure, Division of Standards, and the Department of Telecommunications and Cable. The Director of Communications directs internal and external communications for OCABR and its agencies, including coordinating relationships at the Secretariat and Executive level and with outside agencies throughout government. The Director is responsible for updating the OCABR website and blog and for enhancing our presence on key digital channels like Twitter and Facebook. Overseeing and creating, all external messaging (press, website and social media) and internal messaging to OCABR employees. Ability to highlight the mission and programs of OCABR and its agencies through special projects, such as events, marketing, and partnerships with other government agencies, foundations and associations and business and industry. In addition plans, manages, coordinates and executes all aspects the offices communications functions, such as being the OCABR spokesperson; proactively pitching stories to media throughout the state about OCABR’s mission, policies and priorities; working collaboratively with EOHED Communications Director and external affairs team to ensure the planning and execution of all public events is timely, professional and coordinated internally, as well as with other external constituencies; preparation of briefing documents for the Undersecretary, Chief of Staff/General Counsel, Executive Office, or Governor’s Office. Duties also include speechwriting, creating talking points, preparation of magazine articles, editorial pieces for publication in major newspapers and periodicals throughout the Commonwealth, website and social media content management, conducting research using various sources and search engines and generate reports and briefings.


Direct internal and external communications for the Office of Consumer Affairs and its agencies; by interacting with and responding to inquiries from reporters and media outlets across the state on a daily basis. Coordination involves working closely with the Undersecretary on an appropriate response and determining whether the Undersecretary, Director of Communications, or others will act as spokesperson for OCABR or its agencies.

In addition must maintain working relationships with the Governor’s Office, Executive Office of Housing and Economic Development (EOHED), Division of Banks (DOB), Division of Insurance (DOI), Division of Professional Licensure (DPL/OPSI), Division of Standards (DOS) and the Department of Telecommunications and Cable (DTS).

Writing: duties include but are not limited to; writing and targeting distribution of press releases; writing opinion pieces for dissemination to regional media; drafting statements, speeches and talking points for the Undersecretary, agency leaders, and others; creating story lists, editing and designing the newsletter(s); drafting correspondence and other materials

Coordinate public events and speaking engagements: maintain a proactive approach to planning and coordinating public events including press conferences and outreach appearances; performing outreach to community and business groups to create exposure opportunities; and reaching out to the media. Proactively develop speaking opportunities for the Undersecretary and OCABR’s agencies; prepare talking points or speeches for the Undersecretary or as directed for events and media interviews.

Create, execute and update all outreach and media for all of OCABR and its agencies. Execute and update new-media electronic platforms, including but not limited to; consumer blog, Twitter feed, Facebook page(s), YouTube Channel, etc.

Design and update content for existing and new websites; utilize graphic design software to develop creative work for agency marketing and programmatic campaigns.

Other duties as assigned.


  • Knowledge of communication program activities (media relations, community

relations, government relations, external and internal communications).

editing & publishing.

  • Background in government communications


  • Bachelor’s Degree in Communications or English, masters preferred

  • A minimum of six years of experience in communications or

public relations, as a writer, or as a reporter

  • Purpose-driven individual with passion for consumer issues

  • Knowledge of the Executive Branch of state government

  • Demonstrated familiarity with the Administration’s priorities and agenda

  • Strong interpersonal skills

  • Flexibility to work nights and weekends as needed



Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
