Position Purpose:

Responsible for the overall development, implementation, and administration of all health and safety programs and related policies and procedures affecting the company's existing and/or proposed health and safety issues. Act in a liaison capacity with regional H & S personnel regarding interpretation of all policies and procedures, pertaining to technical support and guidance on industrial hygiene, reactive and explosive, OHSA, substance abuse testing, accident prevention, etc. On an as-needed basis provides and assists in the training of emergency response techniques, safety management, risk assessment, etc. to maintain appropriate safety standards throughout the company.

Primary Duties /Responsibilities:

  • Oversee and manage programs pertaining to OSHA, medical surveillance, substance abuse testing to avoid potential liabilities and maintain a viable workforce at all Veolia ESS facilities.

  • Coordinate worker's compensation, accident, and injury management programs with facility health and safety personnel to determine adverse trends and develop meaningful productive standards resulting in cost effective operations.

  • Approve all Veolia ESS industrial hygiene programs as well as modifications to existing plans to meet the needs of regional facilities.

  • Act as chairperson on the improvement team pertaining to all environmental, health, and safety programs. Makes appropriate recommendations on either a national level or modifications to facilitate the needs at various levels within Veolia ESS.

  • Provides guidance to all levels of management regarding utilization of appropriate practices in conjunction with regulatory requirements and changes, if necessary.

  • Provides training in environmental, site remediation, reactive chemical operations, emergency response, etc. as needed or requested by local operation sites.

  • Provides appropriate research and investigation to support the development of existing and/or potential new health and safety policies as determined by management or required by federal, state, or local governmental agencies.

  • Oversee and manage Veolia ESS special chemical project

  • Complete, submit VNA monthly, quarterly health & safety reports

  • Maintain & manage the numerious contractor databases for Veolia ESS compliance

  • Complete EHS audits of internal Veolia facilities for regulatory compliance

  • Serve as the primary contact on health and safety issues, questions on regulatory compliance.

  • Complete 3rd party EHS compliance audits for disposal facilities and customer sites

  • Act as the ESS Designated Employee Representative for the Veolia ESS Drug & Alcohol Program

  • Appraise and implement new safety regulations as they relate to Veolia ESS operations.

  • Create, manage and review site specific health and safety plans (HASP).

  • Act as a liaison between Veolia and customers for health & safety advice and guidance

  • Continue involvement in the OSHA Voluntary Protection Program program to enhance the Veolia safety culture.

  • Preparing technical documents/reports and presenting to clients, project teams, etc.

  • Review subcontractor safety programs; ensure that subcontractor programs are compliant with corporate, OSHA, client safety regulations.

  • Assist in the preparation of new work proposals as solicitations relate to corporate health and safety objectives

  • Work within the corporate framework to foster the career growth of Veolia EH&S staff

  • Coordinate International Health & Safety Week functions and events

  • Review, test and implement new technology of health & Safety equipment and programs to enhance the safety of employees

  • 75% TRAVEL

  • Other duties as assigned.

Qualifications

Education / Experience / Background:

  • BS in Chemistry or related discipline required

  • 8 - 10 years in the hazardous waste industry or related work experience required

  • Minimum of 5 years in a problem-solving capacity required

Knowledge / Skills / Abilities:

  • Extensive knowledge in health and safety methodologies preferred

Required Certification / Licenses / Training:

  • 40 Hour Hazwoper
