The Executive Office of Technology Services and Security (TSS) is the state’s lead office for technology. We provide modern and responsive digital services and productivity tools – such as Mass.gov- to more than 40,000 internal customers, including state agencies, business units and employees who provide essential information and services to the citizens of the Commonwealth.

*Job Description *

Digital strategists are responsible for planning and executing digital campaigns across all the mediums Digital Services supports. Today this includes: Mass.gov, Medium.com, Twitter, Facebook, YouTube, and e-newsletters. An essential part of this role is the ability to build relationships with varying levels of stakeholders including the Commonwealth’s Chief and Deputy Chief Digital Officer, inter-agency and cross-functional teams. Digital strategists are responsible for articulating clear digital communications goals and identifying how to execute on what medium to meet those goals. It also includes capacity building with government employees who use Digital Services’ products and services.

Responsibilities:

The Digital Strategist consults with Digital Services product teams or partner agencies to:

  • Lead cross functional teams to produce relevant campaign collateral (e.g. videos, web content, social media content, etc.)

  • Execute and deliver successful campaigns on time and within budget

  • Define SMART (specific, measurable, achievable, relevant, time-bound) goals

  • Work with varying levels of stakeholders to shape our approach around digital campaigns, obtain buy-in from all levels, and lead work to completion.

  • Determine what mediums and messages will be most effective with available resources

  • Run pilots to validate new approaches

  • Draft and edit communications to constituents and partner organizations

  • Provide input into planning and estimates and for upcoming work

  • Uphold Mass.gov editorial standards and Mayflower design guidelines

  • Coordinate and oversee usage of government social media accounts

  • Use data to optimize effectiveness of communication efforts

  • Conduct peer reviews and edit communication material produced by other members of the team

  • Draft new talking points and other materials to support product rollouts and major product updates

  • Align quarterly communication strategies and success metrics with organizational goals (e.g. goal: fill job openings; strategy: reach candidates through blog posts; metrics: generate 100 leads from 10,000 blog readers)

  • Participate as a subject matter expert in planning and estimating work

  • Uphold and contribute to best practices defined in Digital Services playbooks

Required experience, skills & knowledge:

  • Bachelor's degree in Business, Marketing, Digital Media/Web Technology, Communications orrelated field required

  • 3-5 years related work experience required indigitalmarketingstrategies,contentstrategy, oruser experience

  • Minimum 4 years’ experience writing user stories for use by design, development, research, andtesting

  • Experience in an Agile development environment; knowledge of Scrum or Kanban processes

  • Experience with content management systems and exposure to Google Analytics

  • Ability to utilize data and analytics to derive actionable recommendations

  • Familiarity with Jira or other ticketingsystems

  • Demonstratedsoundjudgment in evaluating value versus effort in prioritizing one approach versus another

  • Demonstrated experience adheringto web accessibility best practices when writing for the web

  • Excellent written and verbal communication skills

  • A passion for working in a mission-driven agency with a commitment to civic tech

  • Self-motivated with the ability to prioritize tasks in a fast-paced environment to meet deadlines and manage competing demands

  • Demonstrated ability to adjust to changing situations and meet changing priorities
