State of Massachusetts Constituent Services Coordinator in Boston, Massachusetts

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Research and resolve constituent concerns regarding various MassHealth programs. Consult with legislators, Governor’s Office and various external parties and advocacy groups, assuring a timely and informative response to constituents and their advocates.

  • Support the agency’s positive relationship with the Legislature by assuring that Legislators are educated about MassHealth issues; and the Medicaid Director and other senior staff are provided opportunity to learn the issues and concerns that the Legislature has about MassHealth.

  • Work with MassHealth leadership and EOHHS Press Office to develop timely and informative responses to a wide variety of press inquiries regarding MassHealth member issues.

  • Manage the Unit in the Director’s absence, coordinate special projects, and perform other duties as assigned.

Preferred Qualifications:

  • Strong written and verbal communications skills.

  • Strong computer, analytical and interpersonal skills, and the ability to interact effectively with constituents and with employees at all levels of state government.

  • Knowledge of the laws, rules, regulations, policies, procedures, etc., governing Medicaid and MassHealth.

  • Ability to research and gather information and draw reasoned conclusions.

  • Ability to establish rapport with others.

  • Ability to adjust to varying or changing situations to meet emergency or changing program requirements.

  • Ability to exercise sound judgment.

  • Ability to exercise discretion in handling confidential information

Special Requirements:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.


I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
