•Supports the formulation and execution of principled strategy to advance MITRE international defense, cyber, and intelligence programs in partnership with MITRE portfolio director and technical directors

•Supports planning and execution of MITRE coordination activities with the US Government and specific MITRE program sponsors

•Supports development and execution of MITRE outreach and engagement activities with Corporate/Center international “focus countries” and their respective organizations and leadership

Supports planning and execution of MITRE internal communications and necessary collaboration activities to enable viable international support programs with necessary staffing support

Engages with other work program areas 30% of time as assigned to deliver engineering and/or domain expertise to achieve specified outcomes.

Responsible to the MNS International Portfolio Director for the successful planning, development and oversight of Foreign Military Sales (FMS) Portfolio outcomes. This involves actively engaging with US stakeholders and sponsors, as well as partner nation sponsors, and shaping the portfolio work content to focus on providing the highest impact to US National security interests and partner nation capability.

In this role, the PM is expected to collaborate within the International Portfolio and with other MNS Portfolio Directors and Managers to form contributions to the MNS international strategy, regional engagement and investment planning. It is also expected that the PM will develop new sponsor and stakeholder relationships in the interest of building future high-impact FMS work consistent with US priorities and policy and MNS core competencies.

The PM should provide thought leadership with respect to DoD FMS, identifying trends and thrusts, contributing to international customer/regional value analysis, and understanding US advocacy, policy and stakeholders.

Key Functions

•Strategy development: Assist in the development and sharing of MNS’ international strategy and ensure that the strategic outcomes, milestones and accomplishments are communicated and understood by MNS FMS program staff, MNS portfolio leadership and other stakeholders. Develop MNS FMS portfolio outcomes that are aligned with DoD customer needs and engagement plans.

•Customer/Stakeholder Engagement: Identify relevant DoD sponsors and stakeholders in international and FMS outcomes, develop and nurture trusted relationships with MNS international program leadership and MNS Portfolio and Program leadership to jointly accomplish FMS portfolio outcomes and milestones. Identify and develop relationships with international partners consistent with the MNS strategy and policy.

•Work Program Definition: Perform a key integrating function across MNS FMS project leaders, develop the work program focusing on best value and impact to US and partner nation for regional stability and capability, and partner with MNS Portfolio Directors to oversee and provide guidance to the execution of the FMS work program across all MNS Program Divisions. Partner with Program and Technical Divisions to identify any unique skills sets or geographical locations that will require in-country support.

Required Skills:

•Understands and has experience in political, economic, operational and technical environment of international programs

•Understands and has experience with current international operational trends, foreign military sales (FMS), cyber security threat, applicable technology for releasability and sharing requirements, and ITAR.

•Experience in leading teams, providing strategic direction, and forming work plans to address key outcomes.

•Effectively collaborates across MITRE, government sponsors and stakeholders.

•Ability to communicate appropriately to influence and build trusted relationships with sponsors.

•Strong written and verbal communication skills and effective technical presentation skills

Preferred Qualifications

•Experience in coordinating across teams and with representatives from a wide-range of organizations including government, commercial industry and not-for-profit organizations.

•BS and 12-15 years of related experience including 2 years of leadership experience.

Minimum Education/ Experience BS and 15 years of related experience.

Travel Statement *This position will require overnight travel up to 35 % of the time as well as some local travel.
